The UNO Out rule is not the official rule of UNO. It is a house rule by players to add a rule that allows players to leave the game while holding all their cards (Optional). This rule is not final you can mold it according to your gameplay preferences and add it using a blank card by simply writing UNO Out on it.
When a player has one card left, they must say “UNO” before putting down their second-to-last card, and if a player forgets to say “UNO” and another player got him/her doing so, the player draws two or four cards as a penalty. When a player gets rid of their last card (“goes out”), they win the hand and score points for the cards held by each other player.
